Vulnerability and resilience of transport systems

Essentially, risk management is all about mitigation, whereas adaptation lays the groundwork for resilience. Risk management is only about preparedness, response, and recovery. By adding adaptation to those three we also add resilience.

The Swedish Road Network – Vulnerable or not?

The increase in generalised travel costs weighted by the satisfied or unsatisfied demand when network links are closed is used as a measure of vulnerability for a case study in Northern Sweden, and applied to the terms of importance and exposure.
